The Inglewood city council began entertaining plans to tax Inglewood property owners to pay for a transit project back in June. The process entailed a highly paid consulting firm to submit an application to the Los Angeles Local Agency Formation Commission (LALAFCO) to request a special taxing district be created to pay for the people mover. Those plans are now on hold.
The goal of the people mover is to build a transit connector, from the Crenshaw/LAX rail line, to the Forum, SoFi Stadium and the proposed Clippers arena.
The people mover came about in 2018 after the environmental impact report, for the arena, was made public. The document detailed the community would be impacted by the additional traffic and the people mover would help alleviate those issues.

The city planned on the application for the tax district to go before LALAFCO before the end of 2020, in order to hold a special election in 2021.
On October 15 Julie Soic, with Trifiletti Consulting, sent an email to LALAFCO asking that the application “continue to be held”. LALAFCO will hold their final 2020 meeting in November and will resume in 2021.
