Government agencies, even the city of Inglewood, provide a warrant register on the weekly council agenda, detailing payments going out, but somehow Compton doesn’t feel the need to follow suit.
Two scathing state audits found mismanagement of taxpayer and gas tax funds.
The financial woes of the city have become a key concern as residents prepare to go to the ballot on Tuesday, April 16th, to elected leadership for District 1 and 4.
Both incumbents, Janna Zurita and Emma Sharif claim the audit findings have nothing to do with them, it was on previous administrations, and they inherited the problem.
The perfect way to bring transparency to the city’s residents is to ensure EVERY check written out of city hall comes directly from the Finance department and NOWHERE else. Those checks also need to be present on the council agendas for the public to view. 2UrbanGirls has discussed the failure of the city of Compton to produce a warrant register for five years.
Rhambo has attached a survey of other cities, whose city manager’s have authority to write checks on their own, which is weak. None of the cities he has listed have been the subject of embarrassing audits that auditing firms refuse to sign off on. Nor has the state come in and helped embarrass the city with documented proof of reckless spending. Even Mayor Butts doesn’t try this nonsense, although we hope the state audits Inglewood sooner than later.
To authorize the city manager to write checks, with no one watching is a grave mistake for the city of Compton. 2UrbanGirls has obtained prior checks written out of the city managers office and found former elected officials receiving money, and other nefarious checks as if the city coffers are their personal piggy bank.
Should this council agree to allow Cecil Rhambo, to write checks upwards of $25,000, without approval and the ability for the residents to see how their money is being spent, then the only conclusion they can come to is that the council has no plans on righting the fiscal issues the city faces and they too are responsible for the $40 million plus deficit.
Residents need to DEMAND a warrant register be on EVERY council agenda and that Cecil Rhambo not sign another check.
My question to Cecil is, what’s the status on all those missing guns out of the old city hall? What’s the status of the multi million dollar surveillance camera system? How about you focus on answering those questions as the number of shootings and unsolved murders has gotten out of control.

I love compton but we need change we need to get better.
And, where is the $17 Million that was in the bank on Sept. 5, 2007 to replace the Rosecrans Bridge? And where is that additional $1.5 Million accepted by resolution #22,716 on Oct. 28, 1008 for the Rosecrans Bridge replacement? Why is that bridge still there?
