  1. 12/10/2019 – update email from HR

I am still trying to figure out where the hell is the proven record part!

“Leisa brings experience and a proven record of accomplishment and success in the Human Resources area, which will be invaluable in meeting the departmental goals and objectives.
Before her appointment as Deputy Director of Human Resources with the City, Leisa worked as a Paralegal in the City Attorney’s Office.
Leisa has over 15 years of public administration experience. Leisa’s public administration experience includes California State and County agency experience; she served as the Clerk/Executive Officer and Administrative Services Manager at the Court of Appeal and County of Santa Clara; respectively, with oversight of centralized multi-department operations, including human resources programs and services and fiscal and administrative services. She also worked in higher education with El Camino Community College as Director of Staff & Student Diversity with the responsibility for issues of equity and compliance. Leisa was appointed by the California State Bar Board of Governors and served from 2011-2015 on the Judicial Nominee Commission, which on behalf of the California Governor, evaluates attorneys and judges for consideration for appointment to the bench or elevation from the trial court bench to the appellate court bench. Leisa has a Bachelor of Science Degree in Criminal Justice, a Paralegal Certificate and a Master’s Degree in Business Administration. “

  2. It’s a setup for the Deputy HR Director. Everyone at City Hall knows that the position will most likely be for Jesenia S. From payroll supervisor to HR analyst to deputy HR director next.
Remember that in government, it’s now what you know, but who you know.
