BALDWIN PARK – On November 6, 2025, Judge Christina A. Snyder of the U.S. District Court for the Central District of California issued a final judgment resolving DJCBP Corporation (d/b/a/ Tier One Consulting) et al v. City of Baldwin Park et al, a case that involved claims against the City, as well as both a current and former Council member.
In its decision, the Court ruled definitively in favor of the City, finding that the City of Baldwin Park, Councilmember Manuel Lozano and former Councilmember Ricardo Pacheco were all not liable for any of the plaintiffs’ claims. Judge Snyder held that the City is not liable for any negligence in its hiring and supervision of former City Attorney Robert Tafoya, whose actions were entirely independent of the City. The Court also found no evidence of any fraud by Councilmember Lozano or former Councilmember Pacheco.
The City appreciates the clarity provided by the Court in its lengthy and well-reasoned decision, which carefully examined all the facts presented at trial and the legal principles governing public agencies in the state of California. The judgment is now final and supersedes any prior determinations in the civil jury trial.
With this matter now concluded, the City remains focused on serving the community with transparency, accountability and ethical governance in all aspects of its operations.
