The deadline for the Governor to sign bills into law was October 13, 2025. I am proud to report that as a freshman Senator, I tied with the most bills signed this session.
While my bill package did include statewide policies, a main focus of mine was on district related issues and concerns. I looked towards my comprehensive elected experience serving on the local (city council), state (Assembly), and federal (Congress) levels, and extensive knowledge and relationships built over time to deliver results for those I represent and the State as a whole.
At a time when the perception of government suffers, the bills I successfully moved through the legislative process demonstrates real progress and relief to our area and those who need it most.Below is a list of my bills signed by Governor Newsom.

BILL HIGHLIGHTS
DISTRICT RELATED
SB 777 – Cemeteries For years residence and family members have been horrified by the continued vandalism and desecration of the abandoned cemeteries in the district. SB 777 accelerates the determination of responsibility so these cemeteries may return to true resting places.
SB 748 – RV Encampments Everyone has seen sections of our city streets lined with broken down RVs not used for vacation trips but for shelter for homeless people. The RV encampments often do not offer electricity for safety, water for showers, and gas for cooking. SB 748 allows cities and counties to utilize homeless encampment funds to aid those who need shelter, services and programs to move off neighborhood streets.
DISTRICT and STATE RELATED
SB 530 – Strengthen Access to Medi-Cal Providers Due to the fact that there is an increase of medical patients but a decrease in medical providers taking Medi-Cal patients, making access to care a problem for many.
SB 533 – App Payment Access to EV Charging Inglewood, a city in the 35th Senate District, is home to many large entertainment venues. SB 533 allows app access to charging, which saves significant time in large, crowded events.
SB 611 – Planning and Zoning of Community Plans At a time where developing affordable housing is an objective, SB 611 honors approved projects while minimizing delays.
SB 631 – Charter Schools In partnership with State Treasurer, Fiona Ma, Senator Richardson authored SB 631, which enhances charter school access to existing loan funding.
VITAL STATEWIDE RELATED BILLS
SB 237 – (Joint Author) Energy For decades, Californians have struggled with gas prices. Senator Richardson helped lead the charge as joint-author of SB 237 to ensure fuel stability and the lowering of gas pricing.
SB 625 – (Joint Author) CA Wildfires Unfortunately, natural disasters wreak havoc on the daily lives of those affected. The Eaton and Palisades fires, two of the worst fires in California history, devastated many lives. Senator Richardson wanted to ensure that red tape in the rebuilding process was not a hurdle in the fight to return to normalcy for families. SB 625 streamlines the approval process for rebuilding residential structures damaged in a disaster and helps individuals and families get back to their lives.
SB 767 – Oil Production In the 35h Senate District there are an abundance of underground fuel pipelines that travel from the ports and LAX making pipeline production and safety a priority. SB 767 ensures that the California Energy Commission reports on California’s domestic crude pipeline deliveries.
SB 652 (Signed in July 2025) Private Security Having standardized training to become a security guard helps them do their jobs better and helps protect public safety. SB 652 requires applicants for a security guard registration complete a training course that is provided and certified by a single course provider to ensure compliance with the Bureau of Security and Investigative Services. The training must be completed six months prior to the date an individual applies to the Bureau.
SB 510 – Pupil Instruction We all want our kids to be taught historically accurate events that happened in the founding and formation of the country and our state. This bill ensures that all public-school pupils receive a complete and accurate education regarding disparities and historical injustices.
SB 515 – Demographic Data Data is a vital component in determining programs and services for a wide variety of demographics. SB 515 has cities and counties collect demographic data related to the ancestry or ethnic origin of persons of Black or African American heritage.
Senator Richardson also had two Senate Resolutions pass including National Caregiver’s Day and Safe Boating Week.
