Are Inglewood property owners being charged erroneous fees related to regulating the city’s rent control ordinance? The city created the Housing Protection Department to regulate the rent control ordinance, and implemented “registration fees” to cover the costs of the program. If we are reading the Fiscal Year 2021-2022 correctly, the housing protection program is being consolidated under the Inglewood Housing Authority, which would then be fully operated by the federal government? If the program is now under federal funding, why are Inglewood property owners being charged “registration fees”?
One resident posed this question to the CIty, under public comment, to question whether what they read was true.

I have a couple of questions and concerns about the end of year budget presentation and would like them added to the public agenda and possibly addressed @ Tuesday’s meeting regarding the budget presentation.
My first question is for the sake of curiosity , is there a page missing from the budget presentation ?
It appears that the midyear budget presentation lacks the finance department approval as standard with previous budgets.
Secondly it appears that the affordable housing dept is consolidating with housing protection?
Since the budget proposes consolidating both departments will the housing protection operating administrative costs such as salary and operations to the affordable housing program’s budget?
Additionally from my understanding the City of Inglewood has received 15 million dollars in funding from the Biden”s rescue plan with a commitment for 15 million more next year, it doesn’t appear that the budget neither this year or next year projections and seems to overstate and dramatize the dire financial straits of the City.
Additionally should we take this budget presentation @ face value please explain the wisdom of an $300,000 ad campaign in the midst of a fiscal emergency when the City is threatening to cut services?

In 2016, the Inglewood Housing Authority was made to pay back $797,000 for unauthorized personnel costs.
We recommend that the Director of HUD’s Los Angeles Office of Public Housing require the Authority to (1) provide supporting documentation or reimburse its program $796,186 from non-Federal funds for unsupported allocated overhead and personnel costs charged,
Inglewood Finance Director David Esparza was caught in a previous scandal, related to misspending HUD funds, when he ran the Los Angeles Housing Authority.

maybe this is why the city delayed collection of the registration fees if the federal government will now be administering the program.
