Central Basin General Manager Alex Rojas has confirmed the water agency is conducting an investigation into an erroneous invoice submitted by a candidate for state assembly alleging work performed to stop SB 625.Assembly candidate Dallas Fowler submitted a $21,000, invoice alleging 245 hours of worked performed to stop the state from absolving the district of an independent voting body.
“Ms. Fowler did not have a contract with Central Basin Municipal Water District and no services were provided to the District,” said Rojas. “We will not issue a payment for the invoices, proposal or contract that were submitted. This matter is currently under legal review and investigation.”

Fowler alleged, she was instructed by board members Leticia Vasquez and Martha Camacho-Rodriguez to bill the agency to assist in stopping SB 625 from passing.
Los Cerritos News reported they weren’t aware of any media campaign opposing SB 625, outside of a mass email sent to Sen. Steve Bradford, who authored the legislation.
Protestors were filmed, on multiple occasions, either following Bradford or assembling outside of his Gardena home, while berating him for authoring the legislation, despite his district only representing a small portion of Central Basin customers.
It is unclear if the protestors were due to be paid by Fowler for their activities.
Rojas declined to state whether any formal complaints have been filed with the Los Angeles County District Attorney’s office.
A public records request has been initiated to ascertain whether the DA’s Public Integrity Office has a complaint on file.
