Please don’t forget this with the virus and other corruption news in Inglewood. Gloria Gray and Patrick Sheilds have taken over West Basin during the pandemic and have complete control of the office staff and board. No one can go against her without retribution.
She works with the good old boys network at Metropolitan, not on behalf of the underserved communities she represents. Check Gray’s per diems where she gets paid for phone calls without attending meetings in person. At Metro she has a personal assistant, Elisa Mendez, and at least two drivers. Her relative Michael Ector works for Metro and there could be others.
West Basin GM Patrick Shields wife Meg gave Gray $1000 for her 2009 Assembly campaign. Mr. Shields has a documented history of a sexual harassment settlement that have become public knowledge.

Gray is a constant defender of his inappropriate behavior and management. There may be lawsuits coming and West Basin employees are scared. Gray hates bad press and only likes the limelight.
Her years of corruption at West Basin and Metro needs to be brought to light as well as her cozy relationship with Mayor Butts. Remember, she is the one who wrote a
four page letter slamming the city of Carson’s NFL proposal after Butts infused her 2014 campaign with contributions. There’s a story here. Thank you.
Frustrated West Basin employees
Editors note: A previous version of this article detailed Patrick Sheilds and his wife Meg gave a combined $2500 to Gray’s 2014 Assembly campaign that is not detailed on the Secretary of State’s website. Governor Newsom’s Executive Order N-29-20 allows local agencies to hold public meetings, via teleconference, to reduce the transmission of COVID-19 and Ms. Gray’s “personal assistant” is provided to her by the Metropolitan Water District and not West Basin Municipal Water District. Finally, a sexual harassment claim was made against West Basin Water District General Manager Patrick Sheilds while he was an employee of the Irvine Ranch Water District. The claim was settled by that district for $250,000. The formal claim is the first step before filing a lawsuit, but no lawsuit had been filed when the settlement was reached.

Patrick Shields is a son of a bi**h. He has a looooong history of being an abusive little prick in the workplace, as well as at home. Patrick and his wife were separated for sometime during the sexual harassments lawsuit. If Patrick has it in him to put his marriage as well as his business partners in jeopardy, he should be shunned and turned away. Anybody who get into business with Shields is opening themselves to litigation and should avoid Shields at all costs. He isn’t worth the legal trouble.
Corrupt plain and simple.
