2UrbanGirls has received emails and internal memos from Carson City Manager Sharon Landers and HR Director Faye Moseley on how employees will be compensated during the time that city facilities are closed to the public.
Landers earns close to $250,000 per year and has made no public comments if she is forgoing her hefty salary in solidarity with “non essential” employees who are not allowed to work.
The emails reveal that “non essential” city employees were instructed to apply for unemployment, and submit proof to Human Resources, in order to ensure they receive their full wages. It is unclear which employees are deemed “non essential”.
Landers emails also explicitly state the employees are not being laid off. Without proof of filing a claim for unemployment, employees will be deemed insubordinate and could face disciplinary action which could include termination.
Employees are also allowed to use accrued leave time, and go negative, to ensure they receive their full pay until their unemployment claim kicks in.
The city is citing Governor Gavin Newsom’s pledge to add additional unemployment benefits, totaling $600, for a period of four months, on top of regular unemployment payments.
Landers prior work experience was as a consultant in her own firm, and a dozen years of experience as assistant city manager in the city of Irvine.
Employees have shared concerns about whether they would be filing a fraudulent unemployment claim if they are not in a terminated status.
Calls to Landers to determine if she is forgoing her salary have gone unanswered despite supplying her email and cell phone to city employees who may require further assistance.

Carson has really gone down hill! I don’t think it can sink any lower. This management is not equipped to handle this city.
