In a rare move Inglewood Mayor James T. Butts Jr. publicly commented on his estranged wife Judy Butts. During this week’s regular city council meeting Mayor Butts made the reference during his closing remarks.
Meeting attendees and viewers of this week’s council meeting listened to a rather lengthy presentation by the Los Angeles County Registrar’s office representative who discussed new voting procedures.
The new system will allow voting to take place over multiple weeks and will allegedly prevent individuals from voting multiple times.
Councilman Ralph Franklin, who is up for re-election next November, asked an inordinate amount of questions regarding the process. Franklin inquired if election costs would be divided equally amongst the 88 cities within LA County to which the registrar’s representative could not answer.
The question was most likely posed due to inflated costs City Clerk Yvonne Horton cited to justify not holding local elections in March as they were already scheduled for. If the numbers cited by Horton were legitimate, we would have heard those same election costs cited, by the registrar’s office, during this week’s council presentation.

In typical fashion, every item on the agenda was approved, with no discussion from council. The Housing Manager Roberto Chavez gave a presentation on the draft 2018-2019 Consolidated Annual Performance Evaluation Report (CAPER) which is submitted to the Department of Housing and Urban Development’s Los Angeles field office, on how the city is spending CDBG funds.
The document covers 2017-2021 time period which details accomplishments by the city using the Community Development Block Grant funds.
- $500,000 set aside for HOME improvement administered by Habitat for Humanity and WLM Financial;
- 67 households were assisted by homeless-tenant assistance program
- created 40 unit senior housing on Eucalyptus (PATH Villa);
- 500 residents were assisted with landlord/tenant disputes;
- low income seniors were fed with meals on wheels and after school programs were provided to low-income students;
Despite rising housing costs, and AB 1482 mandating that landlords accept Section 8 vouchers, the city did not increase the number of housing vouchers available to Inglewood residents.
Mayor Butts closed out the meeting in the memory of a 50 year Inglewood resident, whose daughter is one of Butts’ wife’s best friends. This prompted him to attempt to shed a tear, that wouldn’t come out, and Councilman Eloy Morales comforted Butts by patting him on the back.
