
Since when do City Council’s appoint an “assistant” city manager? Apparently, the Inglewood city council will on next week’s council agenda. The appointment is listed under “closed session”.

2UrbanGirls has publicly pondered the employment status of City Manager Artie Fields and why the rush to hire him an “assistant” when the city doesn’t have enough money to hire building inspectors.
The most ethical and qualified city employee on the 9th floor is Harjinder Singh, but we highly doubt he would be appointed to a position that would require him to deviate from those qualities. This position will be filled by someone beholden to Mayor James Butts with the understanding that if they don’t do as he says, they will no longer be in that position.
The city posted the job as promotional, on Monday March 11, 2019, and will make their selection in two weeks. This position was already filled. The qualifications stated the person selected must already be in an Executive level position. The salary ranges from $12,133 to $20,973. How can the city afford it?
Inglewood continues to hire vendors associated with LA County Metropolitan Transit Authority (LACMTA). Mayor Butts is a member of its board.
First Courtney Torres Consulting received a no-bid contract for public relations services and now Nossaman LLP is receiving $300k for additional legal services. The staff report was signed by David Esparza and NOT Artie Fields. Why?
The warrant register shows $300k in payments to Miller Barondess LLP and Kane Ballmer Berkman for $20k in legal services. The city has still been unable to provide a lease agreement which authorizes Kane Ballmer Berkman to have office space on the 9th floor of City Hall.

Finally, the Human Resources department is presenting an updated salary ordinance to increase Inglewood Police officers salaries by 6% for July 1, 2019 and add positions to the Office of Emergency Services. For whatever reason the report is signed by Assistant HR Director Leonca Cahee and David Esparza and NOT HR Director Jose Cortes or City Manager Artie Fields. Why?
