Compton Councilman Isaac Galvan should be ashamed of himself. What started as a salacious rumor of his reported drunken behavior at a high-profile event has turned out to be an ugly truth.
The California Contract Cities Associaton (CCCA) is a membership based organization with members representing more than 70 cities who contract out police services, all convened at the Renaissance Indian Wells Resort and Spa in Indian Wells, CA, for CCCA’s 59th Annual Municipal Seminar over the weekend of May 17th celebrating the associastions 61st year of existence.
CCCA began on November 20, 1957, when eight cities gathered to form the California Contract Cities Association. They were: Lakewood, Bellflower, Duarte, La Puente, Norwalk, Paramount, Rolling Hills, and Santa Fe Springs. The first By-Laws were drafted in 1958.
In the 1960’s the County Board of Supervisors proposed a 25% increase on Sheriff department services and the newly formed organization helped stave off the increase.
During a well attended dinner at Ruth Chris Steakhouse, located inside of the resort, several elected officials, who attended the event and requested anonymity, shared with 2UrbanGirls that Councilman Galvan’s behavior became the unintended focus of the conference.
Galvan reportedly got into a fight, either in or near the men’s bathroom, and had to be whisked back to his room before the police arrived. Guests remarked that if it weren’t for City Manager Cecil Rhambo, and his law enforcement connections, Galvan would have been arrested for being drunk in public and possible assault of a patron.
Although his actions may not cause the city to be liable for damages, should the other party to the fight sue the councilman for assault, it casts yet another black cloud for the city after the release of a scathing comprehensive audit of the city’s finances.
Councilman Galvan’s behavior is being likened to that of former Compton Unified School District Board Trustee Skyy Fisher who also had a problem handling his liquor. Many in the community attributed Fisher’s behavior to having to hide his sexual orientation.
Fisher made news for having been arrested for a DUI and then a publicly humiliating trial for unwanted sexual contact with a male friend. Fisher eventually came out as being homosexual and is serving prison time related to the latter event.
The public called for his being removed from the school district board due to his negative behavior and its possible negative influence on children.
Galvan regularly holds events, for children in District 2, and although he has never been at one of his events drunk and disorderly, the fact that he would do so, in front of colleagues from around LA County, lends to his poor judgement and immaturity to handle the position he has been elected to.
Galvan was the youngest and first Latino elected to the Compton city council and besides being regularly absent from council meetings, his latest behavior leaves the door open for him to be replaced.
City employees are no fan of Galvan either.
2UrbanGirls has met with a handful of Compton city employees who speak of his lack of respect and ability to speak to Black employees and his dismissive behavior when they bring up issues that surround their working conditions.
Employees are scheduled to appear at the upcoming City Council meeting, where they will go on the record to ensure Compton residents and the city council hear firsthand of the workplace violations that are not being addressed and the residents are made aware of an abundance of work being contracted out to vendors which negates hardworking city employees from obtaining the necessary training of purchased city equipment, as outlined in their MOU, and the lack of support they are receiving from their SEIU 721 representative Kevin Monk to resolve these issues.
They haven’t forgot that Monk was Mayor Aja Brown’s candidate for District 1 last election. Does that cozy relationship keep him from adequately representing Compton employees and enforcing their signed agreements with the city?

You know its bad when employees have to resort to using the media, and not their union, to get the word out to the public.

So why doesn’t Rhambo use his influence to find the missing guns? I think we all know the answer to that question.
Galvan was arrested for 647F P.C. (drunk in public) in Long Beach in 2016. This is public record. He obviously had a problem with alcohol. And, just last year, he was chastised for using the city credit card to charge more than $600 for alcohol purchases at another conference he attended.
Isaac Galvan needs to step down. This was the second time he showed his ass at a Seminar. The first I believe was when he said something to another Compton Council member that was way out of place. But she brought it back to a council meeting. And again he never said he was sorry.
