The Racial and Identity Profiling Advisory Board (RIPA) was created under former CA State Attorney General Kamala Harris as mandated under AB 953: The Racial and Identity Profiling Act of 2015.

The act was authored by Assemblymember Shirley Weber (D-San Diego), with the RIPA board being tasked with helping to eliminate racial and identity profiling in law enforcement.
In October 2015, Governor Jerry Brown signed AB 953.
The Act includes requirements regarding a number of significant law enforcement issues, including: 1) Collection of data regarding citizen complaints alleging racial and identity profiling; 2) Collection of data regarding law enforcement stops and detentions; and 3) Creation of the Racial and Identity Profiling Advisory Board.
The board was selected in June 2016. The board includes local politicians Micah Ali and Alex Johnson and Gardena Police Chief Ed Medrano.
The board is mandated to issue an annual report on their findings, by reviewing data submitted by the various law enforcement agencies. Depending on the size of the agency, data collection doesn’t begin immediately.
The RIPA board will issue their eagerly awaited draft of their initial 2018 board report on Tuesday, December 19th.
