Courtesy of AB 32, over $1 million dollars is being invested into a three-year pilot of the program, serving low-income communities, with very little African-American residents.
The Los Angeles Department of Transportation declined to list the companies submitting proposals, but our guess is they include: Car2go, Hertz, Enterprise and Zipcar.

Zipcar was initially brought into the city of Los Angeles, under the guidance of then Hollywood councilman Eric Garcetti. Zipcar would ultimately win a pilot program, that included lucrative on street parking, in Hollywood and around college campuses UCLA and USC.
Mayor Garcetti also cemented a relationship between Zipcar and Metro.
Although the RFP was submitted to the public, was it merely for show?
