Where are they now: David Biggs


As the flight of the city manager’s continues to take shape in the City of Carson, we couldn’t help wonder where the initial sacrificial lamb has ended.  The Daily Breeze has taken note that Carson officials have fired three of their hand selected city managers, over the last 20 months.  So where is David Biggs now?

After being abruptly given the boot at a late night council meeting in June 2013, he was quickly scooped up to lead the South Bay Cities Council of Governments (SBCCOG) after the mysterious departure of former Executive Director Catherine Showalter.  Biggs also worked simultaneously with the City of Manhattan Beach.

The City of Carson cited Biggs failure to terminate personnel for his firing but Biggs had no qualms about firing personnel after he left that position.

In his capacity with the COG, he was tasked with reorganizing the joint power authority.  Before departing, the COG’s lone black permanent employee was let go and it is unclear if he met the goals in his Manhattan Beach contract.

We are happy to report that Mr. Biggs was selected, out of 49 candidates, as the new City Manager of the City of Hercules.  A city of nearly 25,000 residents and is minutes from San Francisco and Napa.

The City of Hercules has many exciting project coming up:  new towne center, riverfront and a train and ferry terminal.
