LAWA officials question audit of construction change orders

LAXAt yesterdays Measure K Bond Oversight Committee meeting, there were many change order items presented on the construction of LaTijera and Payne schools.  Both the construction manager for IUSD and the representative from the consultant hired to provide construction management services eloquently explained how all construction runs over budget.

Today it is being reported that the audit, released last month by the Los Angeles City Controller’s Office, found that the high number of change orders — essentially unforeseen construction costs — have made it difficult for airport executives to effectively manage the $1.9 billion international terminal project at Los Angeles International Airport.

LAWA anticipated a large volume of change orders on this project due to the fact that we went out to bid with incomplete design in order to achieve an accelerated schedule,” Deputy Executive Director Roger Johnson wrote in a report submitted Tuesday to the Board of Airport Commissioners.

Officials were also accused of not allowing the city’s Board of Airport Commissioners to properly weigh in on construction issues. The audit further reveals that LAWA employees are allowed to take city vehicles home, on the taxpayer’s dime?

Should Inglewood USD have issues with their construction audits, how soon before they blame the Measure K Oversight Committee for not speaking up and bringing this to the publics attention?  As I watched the members last night, only one of the three present asked any questions as to why the change orders needed to be approved.  Actually he is about the most consistent person to speak out against the change orders since the life of the Measure K bond funds existence.

Sounds about what city of Inglewood residents can look forward to once the Measure K Bonds books close in September.  What will Inglewood Unified School Districts audit of these funds reveal?
