BY ADAM ASHTON Jerome Horton this week issued a 3,200-word response to a forthcoming audit that raises sharp questions about his role in personnel decisions at the Board of Equalization, charging that the report ignores testimony that explains his actions and that the agency’s executive director failed to inform investigators about relevant policies.
